• Advice and assistance on the unbundling of the company's supply and transportation businesses, analysis of the business processes and preliminary advice on the methodolgy for selecting gas transportation and gas trading systems.

• We introduced the company to a potential friendly shareholding acquisition interest in an energy distribution company.

• The company then negotiated to purchase an interest in the distribution company from its current owner. EML was retained to undertake the commercial due diligence work. Separate legal, technical and accountancy advisors were also retained.

• EML reviewed the regulatory framework, assessed the market potential for gas sales in the licensed area and assessed the value of the business based upon its analysis.

Energy Markets undertook a strategic review of the client's gas purchasing strategy, at the end of which a strategy was recommended. The strategy review covered:

• Where the gas is to be purchased on the network.

• The terms upon which gas should be purchased including contract duration and pricing.

• The arrangements for booking capacity on SNIP and Transco systems.

• Management of nominations, forecasting errors and within day variations.

• Resource implication for the client.

• Information requirements, controls and procedures to ensure sound governance.

• An implementation plan.

 

Project:	Economic Feasibility Study

Client:	Government of the Isle of Man

• Conducted a feasibility study into the diversification of energy in the Isle of Man, through gas from an offtake from the UK-Ireland gas interconnector and through electricity interconnectors with the UK mainland. We developed a report analysing the market, the availability and cost of supplies, the required investments, the environmental and regulatory issues, and an economic appraisal of the project both from an investor and government viewpoint. We delivered a copy of the project evaluation model developed for this study.

• We subsequently advised the DTI on the financial and project structure for the development of a project to build a gas pipeline to the Island and to develop the Island's gas industry.

 

Project:	Management of Energy Trading Operation

• Engaged to act as Managing Director to help establish and develop the US energy trader's European energy trading operation. This took place during the introduction of the EU Gas Directive, the UK-Belgium Gas Interconnector, the growth of the IPE and the spot and forwards markets in the UK, and other liberalisation efforts.

• Energy Markets is part of a two year research programme into the management of security of supply in the interconnected gas transmission network of the European gas grid. Energy Markets is analysing the economic and financial aspects.

• Client required a review of their approach to options trading and how options are treated in their trading system and accounts. The review included the controls and procedures for options trading.

• Advise on the privatisation of the Lithuanian gas company, including drafting of the initial Information Memorandum.

 

Project:	Advice on Trans-Caspian Pipeline Project, Georgia

Funder:	World Bank

• Advising the gas company on their negotiations with the developers of the Trans-Caspian pipeline project, which will transit Georgia on it's way to Turkey. This involves reviewing project economics and transportation pricing.

• General advice on transportation pricing policy and tariff implementation.
