Project:	Gas Transportation Third Party Access Pricing

• In conjunction with London Economics, we carried out a review of TPA pricing regimes worldwide, bringing out the key elements of the design of transportation access tariffs.

• We reviewed the current Spanish transportation regime and made recommendations for appropriate transportation tariff design.

 

Project:	Support in the preparation of gas licence applications to supply new areas

Ofreg, the regulator in Northern Ireland invited interested parties to apply for licence applications to supply gas to areas outside Greater Belfast. Energy Markets was asked to support the client in preparing these licence applications. As well as covering general issues Energy Markets was asked to provide input on the following areas:

• The rate of return of 8.5% real.

• The impact of the Climate Change Levy and Emissions Trading.

• Selling price comparisons for gas and electricity between NI, GB and elsewhere in Europe.

• The purchase cost of gas at the City Gate.

 

Project:	Distribution Code

• The client had in place an existing Network Code covering both transmission and distributiion. As a result of the unbundling of the business, the code required significant revision. In particular the code needed to be split into a Distribution Code and a Transmission Code. EML prepared a complete draft of the new Distribution Code.

 

Project:	Advice on Gas Market Reform in Ukraine

Funder:	EU Commission TACIS project (PwC lead project)

• Designed regulated gas storage tariffs, using a new methodology to Ukraine. The tariffs have since been approved and implemented.

• Drafted licences in the gas sector (with Denton Wilde Sapte lawyers). Both the licences and storage tariffs were approved and have since been implemented.
